What is actually available to you

You can report a Recommendation that does not follow the Community Standards. That is the only removal route a Page owner has.
The standard is Facebook's community rulebook rather than anything about your business, which makes the winnable cases narrow and obvious.
A recommendation that includes only a star rating cannot be reported at all.
So the wordless negative, the one that looks most arbitrary, is the one with no route. Nothing you do will move it.
The route runs through the Reviews tab, See all next to Recent reviews, the options menu on the post, and Report post.
It is a post report rather than a review report, which is a reminder that a Recommendation is a post like any other.
Turning Recommendations off removes the rating and the reviews from your Page entirely.
It works, in the sense that a demolished building has no broken windows. Every recommendation you earned goes with the one you wanted gone.

Check whether there is anything to report
A recommendation with only a star rating and no words cannot be reported. If that is what you are looking at, the reporting route is closed and the rest of this is moot.
Test it against the Community Standards, not against fairness
Harassment, hate speech, a threat. A rude opinion about your prices is not a Community Standards matter and reporting it as one wastes the trip.
Open Reviews under Details and find the post
See all next to Recent reviews opens the full list. The options menu at the top right of the post carries Report post.
Reply as the Page whatever happens next
A thread with a calm Page reply under it reads better to a stranger than a thread with nothing, and it is the only outcome you fully control.
Do not switch Recommendations off
It removes the rating and the reviews from the Page. One bad week is not worth every good one you have, and the absence of any reviews is its own signal to a visitor.

What Facebook may act on
- Content in a Recommendation that does not follow the Community Standards, reported as a post.
- Anything the person who wrote it decides to delete or restrict themselves, which is the other reason a recommendation disappears.
What you cannot get removed
- A recommendation containing only a star rating, which Facebook says cannot be reported.
- A negative written recommendation that breaks no Community Standard, however unfair it reads.
- Anything you simply disagree with, since there is no owner deletion control on a Page.

Can I delete a recommendation from my Facebook Page?
